POSITION: Payroll Lead
SALARY: $52,800.00 - $80,461.00 Annually

Are you a payroll and systems connoisseur? Well versed in payroll-related HRIS functions as well
as the many courses that comprise payroll processing (taxes, PERS, garnishments, union dues,
charities, HSA/FSA, and deferred compensation)? If you have an appetite for accuracy, a hunger
for finding efficiencies and improving processes, and a thirst to become part of a great
organization, then the Port's Payroll Lead position might just be your cup of tea!


• Lead efforts to ensure efficient and accurate payroll processing to include addressing and
correcting issues that arise with the running of payroll, including working closely with
payroll analyst to assign tasks related to payroll processing and overall system and
process improvements and with our IT partners to identify and resolve issues and plan
for system enhancements
• Determine methods for improving payroll-related processes; identify automated integrity
checks to eliminate manual review and processing and incorporate system improvements
and reason through and troubleshoot issues to determine causes and identify solutions
• Review current and future needs for timekeeping and/or HRIS system improvements,
document new and existing processes and maintain ongoing updates
• Perform audit and quality control functions prior to payroll processing, including
conducting reconciliations and ensuring the accuracy of rates, liabilities, data feeds and
report dates
• Process payroll and related functions including and retro checks, termination checks,
award checks, workers' compensation calculations, etc. and prepare liabilities, W2s and
annual and quarterly taxes
• Perform ongoing PERS coordination to confirm accuracy of PERS reporting while
maintaining knowledge of and use of PERS EDX system
• Assess need for new payroll codes and set up and test of new codes
• Provide excellent internal customer service and answer employees’ payroll-related
questions; work closely with other HR team members on total compensation statements,
recognition program information and related Port initiatives


• Bachelor's degree or equivalent years of college-level coursework in accounting,
information systems, or related area

• 5 years HRIS and payroll experience, preferably in a multi-group payroll environment, or
an equivalent combination of education and/or relevant experience
• Knowledge of HRIS systems and time and attendance systems, including configuration of
pay types, deductions and accruals
• Experience with reporting and querying, troubleshooting issues, making W2 corrections,
PERS reporting requirements, tax reporting requirements and garnishments
• Knowledge of payroll tax principles, accounting concepts, payroll processing, certified
payroll and tax withholding
• Experience with applicable federal, state, and local laws, rules, regulations, codes, and/or
statutes related to payroll
• Familiarity of PERS/OPSRP rules
• Advanced proficiency with Microsoft office suite especially with excel
• Excellent communication skills both written and verbal

Demonstrated skills in the following:
• Understanding of payroll tax principles, payroll tax laws and PERS requirements
• Works effectively with time and attendance and HRIS systems to process payroll and its
related elements (taxes, liabilities, garnishments and W2s
• Recognizing inefficiencies making suggestions for improvement, troubleshooting and
effectively resolves issues
• Shows the utmost respect for others and is a proven team player
Ability to:
• Accurately complete payroll processing and other day-today tasks while also focusing
continuous improvement or payroll processes
• Lead and coordinate the work of others
• Troubleshoot, resolve, and communicate system issues
• Work closely with our IT partners on process changes and improvements
• Analyze and interpret reports and data for accuracy
• Apply complex salary and compensation calculations in processing payroll
